Usually, the reason for this choice is an "if I can't have it easy, neither can you" attitude. It may be frustrating and un-fun to be the IJN CV in this scenario, but that is who has the advantage. In this scenario, their IJN opponent need only score a few torpedo hits to ensure their team receives better CV support in that match than the USN CV's team. One common choice I see is a USN CV player resigning themself to frustrating their IJN opponents with dual fighter squadrons, which means giving up 70–80% of their damage (and thus XP & credit) potential. USN CVs are in a bad place from tiers five through seven when up against IJN CVs: While Hiryu's fighters are much less durable, the reality is that Hiryu can destroy a fully-upgraded Ranger squadron with one fighter squadron going completely unscathed. balanced IJN match is slightly slanted towards the Hiryu. The fighter matchup in a tier seven balanced USN vs. Ranger has an extra flight's worth of planes compared to Hiryu (given that Ranger's standard flight is 6-6-6 planes and Hiryu's is 8-8-8 planes).Ranger's torpedo bombers stand slightly better odds of realizing torpedo damage potential because of the spread shape.Ranger's dive bombers have an edge for being so potent (recall that HE damage is applied at a fraction of stated value except in the case of citadel penetrations).
